After the "new year" of rare earth new deal in 2011, China ushered in the "new year" of rare earth new deal again in 2015. Among them, the Legal Affairs Office of the State Council is coordinating the formulation of the regulations on the administration of rare metals; the inter ministerial coordination member units of rare metals have jointly combated the illegal activities in the production and circulation links of rare earth mining for many times; and the six major rare earth enterprise groups are the landing units of China's rare earth production and smelting plan, crackdown and other policies in the future. Su Bo, Vice Minister of the Ministry of industry and information technology, said at the meeting that the formulation and promulgation of the regulations on the management of rare metals is the key work of the whole industry in 2015. At present, the regulations are being revised and improved as soon as possible. When they are mature, they will be submitted to the State Council for early promulgation, while the relevant implementation rules are being formulated. According to an insider in the rare earth industry, the rampant illegal exploitation of rare earth is related to the lax punishment of existing laws. In order to establish and improve the long-term mechanism of rare metal management, the management of strategic resources is included in the legal scope in the regulations on rare metal management. Su Bo, Vice Minister of the Ministry of industry and information technology, also disclosed that according to the general requirements of the State Council, relevant departments are working hard to introduce the reform plan of rare earth resources tax, so as to realize the effective protection and reasonable development of rare earth resources in a way consistent with WTO rules. The adjustment of resource tax is closely related to WTO. In 2011, after sorting out the new policies on rare earth, China raised export tariffs and continued to implement quotas. This has aroused the opposition of European, American and Japanese economies and brought a lawsuit to WTO. After the defeat of WTO, around New Year's day this year, China cancelled export tariffs and quotas, and it is urgent for China to issue new policies to protect rare earth mining. At present, relevant ministries and commissions are planning to change the way of rare earth resource tax collection from the original "from quantity based tax collection" to "from price based tax collection"; at the same time, the light rare earth resource tax rate will be calculated at 22%, and the South ion mine will be calculated at 35%. However, many enterprises are worried that a substantial increase in resource tax will lead to further contraction of demand, and the opposition makes the tax plan has not been introduced. It is said that enterprises hope to collect 15% to 20%. The rare earth meeting also revealed that the Ministry of industry and information technology will also revise the administrative measures for the mandatory production plan of rare earth, the admittance conditions for rare earth industry and other departmental documents to further improve the administrative measures. The Ministry of industry and information technology also requested that the substantial restructuring of the six major rare earth groups be speeded up. By the end of 2015, the six major groups should integrate all the rare earth mining and smelting separation enterprises in the country to realize the substantial restructuring linked by assets. Su Bo said that the six major groups should work out work plans on a quarterly basis in accordance with the group's organizational plan on record, and the Ministry of industry and information technology and other departments will carry out inspections on a quarterly basis. The group's support policy is linked with the progress of the establishment work.
